Well structured societies don't simply emerge, they are constructed. Such societies insulate their later generations from existential issues most of the time, so they may think of governance as theatrical performance, serving audience approval rather than conditions of survival.

Creation is often an act of channeling or exploration. Construction is a deliberate process, in which a desired outcome is specified, and mechanisms for achieving it are identified and implemented. Not all creation is constructive, not all construction is creative.
