Well, the difference is that the state is supposed to do it fairly while Gates will be biased If Gates spent $100 in distributing testing kits in Seattle, maybe a more effective utilisation of those $100 was somewhere else Billionaires doing charity doesn’t replace governments

That sounds great in theory, but in reality the state has tested about 2000 people and banned anyone else from running tests.

Certainly there are effective states that do a good job of stuff like this - e.g. Singapore. They've tested about 50x more people than the US (with about 2% of the population). I think looking to them for tax policy is a great idea. They do a good job of that also.

Singapore has fewer inhabitants than the Bay Area, its governance may not scale up to the US. (Not that SF has good administration)
