It's not especially contagious (transmission from bird to human is relatively rare); they kill them to avoid other birds being infected.

I don't think so. There are groups of well educated, smart and dutiful people with their career and moral integrity on the line, making incredibly hard decisions.

If it it's not human, then there is no human govt able to completely rationalize. There's always some weighted index involved. You can almost see everywhere that the Chinese govt works hard to gain trust from its people. Trust is more important there than in democratic countries.
