Freedom is the ability to act on your decisions. Free will is the ability to make decisions.
-
If you make nice decisions but are compulsively unable to act on them, I don't think that qualifies as free will.

We have to accept that the human mind is sufficiently complex that it makes decisions we cannot trace back in deterministic ways. „Free will“ is a phenomenon emerging from a lack of observability.
-
That may be confused. A random decision is not voluntary. (Even though we can voluntarily accept the outcome of a random decision making process.)

A nice analogy is Reinforcement Learning: the Agents are “free” to select any possible action, but the process of *how* they choose it is, in a meaningful way, out of their control.https://www.podtangent.com/e/016-free-will-compassion-and-reinforcement-learning/ …

The word "free" isn't doing any work there. RL Agents select actions.

What distinguishes the heptapods' mode of awareness is not just that their actions coincide with history's events; it is also that their motives coincide with history's purposes. Freedom isn't an illusion .. 1/2

.. it's perfectly real in the context of sequential consciousness. Within the context of simultaneous consciousness, freedom is not meaningful, but neither is coercion; it's simply a different context, no more or less valid than the other. - Ted Chiang 2/2
