from Japan alone there's anime, sensations like Marie Kondo, treatment of Japanese food as inherently high-end; cultural exports are do not need to take the form of wholesale adoption of institutions of cultural preferences by the importing country

all of those constitute "actual culture" in the same way American popular film, TV, and music do, not to mention consumer products like Coca-Cola
