If we succeed to make AI at the human level, it means that the AI will have to able to create AI. The true Turing test happens when we ask the AI to explain to us how it works.

Exactly the same thing applies to whoever programs an AI, and for the same reason. The fact that you made a working program does not prove that you know how it works, and in this case we know for certain that to some degree you won't, even if you partly understand it.
