Software is a description of causal dynamics that allows to describe intentionality. Hardware implements it, but intentional states are not physical states.

Always thought Tacit Knowledge referred to implicit or unencoded knowledge or skills in an organisation
#knowledgemanagement. In this context, it appears to mean something else. Loosely speaking, a flower 'knows' how to grow. But, of course, it doesn't know how to grow.

Tacit knowledge is a metaphysical concept then. The explicit knowledge is testable but may be superceded by a better model.
