In some way, organizations with voluntary membership implement their own legal systems, but they have to fully submit to a global legal system. Having two competing legal root nodes (say, sharia and a secular legal code) is not going to work.

I can imagine particular root node groups would be ineligible, because they'd fail (e.g. secularism and Sharia). But other node combos might be in productive tension, emerging a more robust structure than one with global law on top.

The whole point of the legal system is the non violent resolution of conflicts over the interpretation of rules. I don't see how you can resolve conflicts when jurisdictions compete rather than submit to a jointly accepted higher jurisdiction?
