Consciousness (as in awareness itself, not self-consciousness) probably doesn't do anything, and there's absolutely no good reason for there to be stuff at all. And that's great!

When you create a universe with lots of nonsense, you can ask any "hard" question, the degree of hardness dependent only on how much nonsense is baked into the question. Dogs do like chasing their tails though, so it's not a real problem, unless they get obsessed with this.
