@davidbrin! Under many theories of the emergence of exceptional human intelligence (e.g., Machiavellian Hypothesis, or Tomasello joint attention) I would say that the pressures on dogs are in the right direction. -
*We* can create all the selection pressures we want. I don't think that the motivational architecture and cortical structure of canines (or even felines, ursines, bovines) cuts off the trajectory to general intelligence.

No, you can give them tools for that. If you breed dogs in captivity, it is entirely up to the breeder what combination of traits is being selected for.
