Prop 13 in California makes people less likely to move when their house becomes more valuable as they have a locked in low tax rate. But would it be better if people moved to areas they can afford w/o tax subsidy? Would that not spread wealth around the state more?

There are ways and there are ways. CA efficiency does suck, but that's a separate issue. Also I'm not proposing fully subsidized housing, so a 500k per unit price would work (20% discount)
