If I understood you right, you're suggesting a form of idealism – we may not be able to explain mind in terms of matter but we can explain matter in terms of mind? Or have I misunderstood?

I don't know if it is best characterized as holographic, or how you define holographic here. But I think that a conscious observer is self-reporting on a model of its own attention, and the content of that is a specific relationship between observer and observed simulacrum.

What does "experience" mean in "a simulation experiences something" ?

I think of experience as the way in which the content presents itself to the observer, while the observer is constituting itself over the act of observation.
