The point at which a system that models its own attention and thereby its own nature as an experiencing observer wakes up it not gradual. The early precursor to such a system is not "20% sentient". The change is quite sudden and fundamental.

Unless all phenomenal experience, consciousness, and sentience is elaborated from and foundationed upon hedonic affect. In that case, no amount of data or complexity will cause sentience to “click on”. On the other hand, anything is “possible”.

Yes! Phenomenal experience/consciousness is entirely based on hedonic affect, which means sentience is the capacity to identify and respond to resources and threats. The level of sentience is simply the capacity and complexity to model and exploit models for self survival.
