I mean, we end up going back to the same problem: what is the more efficient algorithm that can run on any Turing complete substrate that can model completely its "environment". Or worse, simulate it and simulate itself in the process? It's recursive. We don't even do that

That’s in idiosyncratic definition for at least two reasons. First, sentience typically implies experiencing qualia. Second, one can have experience without a sense of self. Infants are a good (high complexity) example of this, but roundworms probably also qualify.
