I wonder if it makes sense to think of organs as symbiotic organisms with shared genome and partially separate epigenetics?

No. The integration is too complete - organs are not viable outside the body.

They are still not viable outside the body. You have to construct a host body for them to keep them alive.

True for tapeworms as well! If you supply an organ with the right nutrients and remove its metabolites, it can often stay alive for a long time. Likewise, if you teleport a university or hospital or gov office into the desert and give it food and plumbing, it may continue to run.
