It’s definitely clever, because UN speeches are a bunch of empty, lowest-common denominator bs, and it makes sense at the sentence or 2-sentence level, but not an actual speech

I heard many 15 minute slots filled with incoherent collections of buzzwords, empty repetitions of a pre-defined list of talking points, recycled anecdotes with only superficial connection to the topic, etc. Such speeches are often deliberately content free presence markers.
