Say if Connor gets convinced not to release, his (amazing) post clearly demonstrates this is achievable by small teams with reasonable access to compute, and now anyone with that will aim to be the first to let genie out of the bottle and claim that title.

That’s a lesson from cryptography. In the late 90s, US “sanctioned” India and American companies were no longer able to sell tech to India beyond a certain TFLOPs. Indian research labs just built their own chip fabrication facilities and compute infrastructure.
