Would anybody believe the claim "This ad shows just how much Western consumers trust [Technology X]"? Ads reflect public views obliquely. Still, in a low-trust society automation of social functions might actually improve trust since they become less arbitrary.

The question of high trust vs low trust society and how to set the incentives correctly is actually very interesting, and I think that decision making, public discourse and public sentiment in the US are in synch about that.

The fact that many Chinese are happy with automated systems for implementing local governance is really an indictment of their trust in how the human-run systems work. It might be worth looking at our own societies for low-trust places where automation actually improves things.

In the US, the discourse is largely led by people that have high trust among each other, and feel morally compelled to extend this trust to everyone regardless of their actual incentives.
