A culture cannot just be built around the idea of not doing forbidden things, with moral progress increasing the number of things that are unacceptable. There also needs to be a positive right to embrace the presently accepted things, regardless of future changes in social norms.

I’m not sure your basic assumptions are correct. With progress also comes liberalization, and I’d say today it is way more free than in the 1960s in most countries, and contrary to what we assume, number and length of laws and regulations has been slightly decreasing for decades.

Germany was more liberal in 1928 than in 1938. The US was more liberal in 2000 than it is now. The domains in which people are free to self actualized vs. where they are punished for it shift as well.
