PROBLEM: Anything posted on arxiv, ever, is not blind. But people can get an advantage by going to arxiv before review, especially if they are already in well-known groups. Our current system unintentionally *encourages* people to use arxiv to bypass blind review.

As I pointed out in the replies, blind review is a hack that tries to fix a broken system (gate-keeping venues). We should find a way to promote all good research regardless of its origin; a way that also avoids delays. Rapid review is part of the solution as @nlpmattg says

Is there data that measures the effects on a scientific ecosystem? Ie do we know that scientific institutions get better or worse in the aggregate if a large part is conversation between individual minds rather than benchmarked anonymized contributions?

Not sure what you mean by "individual minds", but the idea that conference papers at NIPS/ICML etc are "benchmarked" is challenged by the high degree of randomness in the review process.

I suspect that for the progress of most fields, the contributions of deeply reflecting individuals play a greater role than those of large crowds following a methodology, but I don't know if that's true. Blind review seems to be driven by a strong intuition that it's not.
