Most of the intelligent complexity of the individual neuron (~a single celled animal focusing on survival) will not to contribute to the intelligence of the brain. Likewise, the intelligence of a civilization is far less than the sum of the intelligences of all its humans.

I don't think so. I think that neurons don't just implement an activation function that maps synaptic inputs to output excitations, they learn it. They probably also learn where to grow their dendrites to maximize access to information that indicates their future reward.

I think of intelligence as the ability to make models, and sentience as the ability to experience. The latter involves the maintenance of a model of an experiencing observer that relates to its environment. I think that neurons have a degree of intelligence but no sentience.
