But billions of less intelligent cells make 1 more intelligent brain. Billions of less smart people 1 smarter culture. Still seems like 1 more intelligent entity requires massively inefficient "intelligence" sharing at the lower level. Maybe just the way things work?.

It is not as if the purpose of a cell is entirely given by its organism, or the purpose of a human being entirely by its civilization. Most of what the individual does, it does for it's own maintenance.
