Efficient is a human concept isn't it? The universe is just...what it is. MW QM is the shortest theory with good agreement with measurement. Description length seems more fundamental than efficiency to me. Meanwhile predictive accuracy checks alignment & provides much utility.

In computer science, effective means that a result is reachable, and efficient means that you can get in practice (typically, it means that an algorithm runs in polynomial time).

Could it be just a glimpse into a boundary of the usefulness of the computational model for describing our universe? i.e. maybe it's not a higher level of computational class we're seeing outside of mechanical computation, just non-computational 'process'.

That seems to be the default idea, and it is built on the faulty intuition that we ever had access to a non computational way of making words mean things. The symbol "non-computational process" does not have a referent, because none can be constructed.
