US had the same idea in 1991! Passed the ISTEA Act, providing for hundreds of millions in funding for autonomous highway development. But alas a new administration with different priorities axed it in 1997. https://en.wikipedia.org/wiki/Intermodal_Surface_Transportation_Efficiency_Act …
