This is a good distinction to make. The first meaning certainly is not I how I model a mind. I.e. I don't see a satisfying or promising way of modeling memory as a storage facility separate from the rest of the mind, unless it's fully optional.

Any hard-wired substrate of all representation (or built-in a priori knowledge), like an "instinct", is indeed a different form of memory. Whether any forms of natural life suffice with only this type however seems dubious.
