Some details: we emerge not over states but over transitions. We don't emerge within the substrate, but within a story that is spun by the substrate, with respect to an interpreter that is implemented by the substrate.

I think the idea that verbs describe transitions or actions is a misconception. They denote *situations* relative to an agent (during which a transition or action can take place).
