The job/university applications should be similar to GAN. Instead of one-time rejection or acceptance, these institutions should "discriminate" applicants over time until the applicants getting qualified. In this way, the applicants are getting better and better over time.

Isn’t that what is happening already? The limiting factor is how to support yourself in the time between a rejection and the next attempt. Isn’t that still the problem if the rejections yield slightly more detailed error signals?
