It did, but life expectancy increased, especially due to better health care, and political oppression, torture etc. was arguably greater under Batista. How would you rank that? (It is uncertain what would have happened without the revolution in the long run, of course.)
Life expectancy increased throughout Latin America, not just Cuba, mainly because infectious disease was better controlled. As for political repression, I think it was far worse under Castro.
