So why is a self (or observer) needed to say this? Or at all in physics or elsewhere. It just confuses good explanations.

Self is a psychological/phenomenological entity. A model maintained by the mind that experiences a VR generated by the same mind. Physical observers are an artifact of describing the universe as separate interacting systems.

Two separate statements, correct? 1) need replicator and Turing together 2) evolution needs to be understood is multi-level selection. Can they be profitably separated for purposes of trying to understand ( learn) or should they be considered inextricable?

They are separate, but for evolution to happen in the physical universe you need a suitable computational substrate.
