Here is a thought: If we were to enumerate the set of all possible discrete universe states with the same number of bits, some of those can be interpreted as successor states of another, for a computable transition function (aka a set of physical laws).
I don't know what it would mean for the universe to be "intrinsically creative".

I mean that the universe seems to be described equally well in terms of a stream of unprecedented novelties repeating as it is a set of givens in recombination. Maybe the former is slightly more fundamental? Maybe all is absolutely improbable before it becomes probabilistic.
