The food seeking, sucking and swallowing behavior of newborns is entirely governed by reflexes. These reflexes stop as soon as the baby understands how to eat. I suspect that moral emotions are reflexes, too: they control our social behavior until we have real understanding.
I think you might mix up motivation and emotion. Motivation is based on needs and does not require emotion.

Well, how do you know what you need? You need to eat because you’ll feel hungry or, if you suppress the feeling of hunger, ultimately because you are afraid of dying. While reason can tell you what to eat to be healthy, it cannot tell you why you should want to be healthy.
