A mind is best not understood as a universal computer, but as a piece of software (running on a universal computational substrate) that self organizes to maximize expected reward (or an equivalent measure) by approximating an arbitrary function.

You can pull out another level of abstraction and see matter itself as a an (quasi-self-)organizing material slaved to the force of successful self-replication

Six levels of self organization that I can see: physics explores the state space by progression, chemistry exploits negentropy gradients stochastially, cellular life uses evolutionary search, minds use models = predictive search, societies organize minds, cultures shape societies

Could you apply this description to any software, though? If not, why should we expect brain software alone to work like this, when no other software does?

The project of AI is concerned with writing a piece of self organizing software that can approximate almost arbitrary functions. (Society is another piece of software that works like this, but it uses minds and evolutionary search for its task.)

it does such a shitty job at maximizing, though. like, it does barely enough to keep going, and rarely performs slightly better than that

Depends on whether you are speaking about our current vs potential state. Context is key.
