Could you apply this description to any software, though? If not, why should we expect brain software alone to work like this, when no other software does?

The project of AI is concerned with writing a piece of self organizing software that can approximate almost arbitrary functions. (Society is another piece of software that works like this, but it uses minds and evolutionary search for its task.)
