Emotions may deform and tilt the perceived reward landscape. The elicitation of emotions is reflexive, not deliberative. That is why emotions diminish agency.
I thought bias in AI is measured as the differential between the results of an experimental implementation of statistical methods and the moral opinions of a sociologist?

Morality, though relative isn't all opinions. Nature itself is a dictator and responds to bad environmental changes which is an agreed 'wrong' as a fact. But that is just an analogy. Emotions can be fundamentally flawed, as you said reflex and less deliberate or lack of reason.
