It was good when it "brought them to power" but now that the masses are looking for fresh leadership, it's a bad thing. It's the age-old idea of "I got mine, now let me close the door or tip the ladder over so no one can follow."

I am not even sure. It irks me that some of the language of the memo strongly suggests that the authors don't know what being politically neutral looks like, but otoh all present large societies are built on manufacturing consent. It is not clear that the alternative works.
