Ruling classes are parasitic, and good rulers play a very long game. In a democracy, politicians act as intermediaries between ordinary citizens and the actual rulers, which makes governance less brittle and its administrators exchangeable, replaceable and accountable to law.

I don't claim that Germany has somehow discovered a perfect form of government. Just that the results of longer terms seem to be better over there. Also, that there are good counter arguments to Sowell's points.

I think 12 years in one branch, and 16 years total is a good limit, but we (USA) might have to look into having a 5 party system (or maybe it's just having more than 2 parties that makes termless work?).
