People knew in the 1980ies that without immediate changes, our civilization would face an ecological disaster. Where our parents failures because they could not turn the boat around? I suspect society has no rudders that would allow to escape the stream of industrialization.
The mechanisms of ozone depletion were basically understood in 1974, and in 1976 there was public scientific acknowledgement that we should phase out certain chemicals. The regulation only came into effect in 1989, 4 years after we had more than 50% depletion over the south pole.

Since then, the ozone hole has been stagnating and is getting slightly better, with recovery not expected before 2070. We consider this the biggest success story of environmental legislation, despite affecting only a relatively minor industry, with alternatives available.
