Minimal parasite government: a random greedy person rules for life while getting rewarded in proportion to an objective function of society. Eg, they are getting exactly the median wage, forever. They are free to hire the best team of experts to make it as high as possible.
My cells get paid. Those that I don't starve to death or kill with an immune response because they are not optimally helpful, that is. A cult is different: it subsists of its members, and uses their extracted resources to create splendor that is used to attract new members.

Your cells get the things they need to function well, because that's the (emergent) goal of the whole system: to be healthy. But it's done in a decentralized way, with each cell using their own rules (thousands of different DNA in your body). There is no central governance.

The different DNA in my body belongs to enslaved microbes that I have domesticated to do work in the salt mines of my body, and specifically bred for their roles using my centralized imperialist immune system.
