Non-locality is easy to explain. Much harder to explain: locality. Locality is just way more familiar.
Yes. We are not our brains, however. We are not conscious of all the things that don't surprise us any more. Not even of those where the surprise minimization works automatically, i.e. approximately optimal.

Maybe your visual cortex is equally conscious, or your gut, you just don’t have access to what those systems feel like. But why the brain collects all high level predictors of observations in one unified place is clear, best way to judge how good it is at predicting overall.

Both functionally and phenomenologically, it seems that conscious attention generates open-ended models in situations where the existing feedback loops are insufficient. It requires protocol memory, universal computation and reflexive self modification. Why would V1 have that?
