On the train from the #HLAI2018 conference I had a fascinating convo with a physiotherapist. She pointed out how all human perception starts with proprioception, and if proprioception breaks down, we lose orientation in the world. @Numenta makes a similar point for AI.
Technically, the brain is very modularized, but perhaps you are referring to the neocortex, which is mostly specialized?

AFAIK most brain regions do not work in a vacuum, but are highly reliant from top-down modulation. My definition of modular would be something that only needs feedforward input to produce an output (and eventually a training signal saying you were right or you were wrong).
