Do you really claim that threats of prison never destroy norms, but that threats of fines always do? In any case, in my proposal the insurer pays the fine and designs a package of punishments to best deter crime in each person. So they'd use prison etc. when that worked well.

Robin, look. I think you’re really smart, and I love your work. I teach vote on values/bet on outcomes in my lectures. But this proposal just seems incoherent. My undergrads would tear me apart if I pitched it.

The cheap easy option is for you to Skype me in to talk to you class during your regular class time. But I'm also willing to show up sometime at CMU to debate, if you'd like to debate in person for a larger audience. I'm sure we could find a date that works for us both.
