A simulation recreates emergent properties of a system using a different mechanism. A simulacrum merely recreates the appearance of a system. Our perception of the physical universe is a simulation (generated by our mind), our perception of the social universe is a simulacrum.
In the above sense, the universe is not a simulation (even if it runs on a Turing machine ticking away in the void), but it is the reality that gives rise to our minds. The universe we experience within our minds is a brain generated simulation, however.
