A simulation recreates emergent properties of a system using a different mechanism. A simulacrum merely recreates the appearance of a system. Our perception of the physical universe is a simulation (generated by our mind), our perception of the social universe is a simulacrum.
No, it is not. Your retina only delivers a sparse noisy sampling, and all the amazing moving 3d reality you experience is the predictor function for the next sample. The evolving universe state vector you sample looks nothing like the predictor function.

Thats not my argument. The idea of "gaining access" to any simulation in particular is an inherently dualistic concept. To be clear, the simulacrum of the mind that is generated by the simulation of the universe can function as it's own simulation of an abstract system.

In the above sense, the universe is not a simulation (even if it runs on a Turing machine ticking away in the void), but it is the reality that gives rise to our minds. The universe we experience within our minds is a brain generated simulation, however.
