This is mostly about reminding Google to make more backroom deals with European politics and publishers.

EU is also retaliating to the Trump trade war. Mere fine on Google will do nothing to threaten its absolute dominance in mobile OS, internet services or AI. The EU has no credible alternatives, which will takes years and decades to build.

I think the easier way out for the EU is to build an ecosystem of internet services with a branding for quality control. The GDPR is doing that for the bottomline. But a rating agency can do that for the higher end. This will stimulate European innovation.

The idea to let a western state bureaucracy build an ecosystem of internet services with certified quality control strikes me as comically bad.

No, they gave funding to the people who built it. In Europe, it would mean that the EU hires Roland Berger to give money to T Mobile and Bertelsmann, who would subcontract their daughter companies, who would subcontract a bunch of totally clueless folks to mix some PHP with SAP.
