it'll cost $5 and make the problem worse, like uber & traffic, or airbnb & rentals

I disagree. Uber is feeding a lot of drivers, has made taxis much more affordable, and reduced individual car ownership. Airbnb reduced the price of hotels and improved availability. Their negative effects for existing industries are real, but they are positive for consumers.

San Francisco is full packed with homeless people. They move there because SF provides free Healthcare to them, I was told a year ago. So the problem is much deeper in the system.

The root problem might be that social and cultural differences in the US are so large that the country has decided to use the public display of poverty as a deterrent. Housing and feeding homeless people is by itself cheaper than the cost to healthcare, police etc.
