A simulation recreates emergent properties of a system using a different mechanism. A simulacrum merely recreates the appearance of a system. Our perception of the physical universe is a simulation (generated by our mind), our perception of the social universe is a simulacrum.
Perception is correctly predictive: it allows you to predict the next set of patterns on your cochlea, retina, thalamus. In this sense, it is a simulation, not a simulacrum.
