Dolphins never built technology, including civilization, because they are all normies. There was just no evolutionary upside for nerds in an environment where water interferes with writing and therefore no cumulative acculturation exists.

We all believe that writing is so crucial that we will scoff at a culture that never put words on a piece of paper as barbaric. Intelligence doesn’t evolve on paper.

I our case it did. One human generation is not even smart enough to invent a Turing complete language to pass ideas in immutable form to the next.
