Dolphins never built technology, including civilization, because they are all normies. There was just no evolutionary upside for nerds in an environment where water interferes with writing and therefore no cumulative acculturation exists.

There is this bbc documentation where they show a group of dolphins who have developed a unique technique for catching fish which leaves behind circular patterns in the sand. How would knowledge about such a technique for hunting have been relayed in early human populations?
