This applies to all levels of processing. Most of what you now remember as having been a conscious state is highly processed.

Not sure I agree. It is the ability to select what is relevant at the time of perception and what to ignore. Attention to an old memory is what improves indexing.

Even more literal: it is what happens during the sensations that we call “attention”. Those brain states probably facilitate more memory indexing of some types, and also must be part of a system that determines how inputs get processed. But it not just ‘is’ either of these.
