Is a fractal really that complex? Visually yes, but mathematically not, it would seem.

Yes, the Kolmogoroff complexity of the universe must be low. The apparent complexity of the fractal results from our feeble attempts to compress the emergent patterns, because the execution of the generation rule of the fractal is itself too expensive for the observer.
