A fractal is complex only because it is hard to construct higher level principal components that predict the variance generated by the (usually very simple) generator function. If such components cannot be found at all, the fractal becomes a pseudo random number generator (chaos)

Yes, the Kolmogoroff complexity of the universe must be low. The apparent complexity of the fractal results from our feeble attempts to compress the emergent patterns, because the execution of the generation rule of the fractal is itself too expensive for the observer.
